- Description: The Technical Instruction Act, 1890, gave the County Council greater responsibility for education. No technical schools were set up but lectures and demonstrations were held throughout the county and grants were made to independent secondary schools for holding classes in technical subjects. By the time of its demise in 1903 the committee was funding 57 evening schools and classes and running classes in plumbing, mining, metallurgy and iron and steel manufacture, and the manufacture of pottery and porcelain, boots and shoes, silk, and glass. Classes were also held for a range of agricultural subjects, domestic subjects and wood-carving. The Technical Instruction Committee (1892-1903) supervised this work under its Directors: D E Jones (1892-1893), Thomas Turner (1894-1901) and Graham Balfour (1902-1903).
